They do. It depends on what kind of a hard-drive both the game and the user folder (aka mod's location) is stored at. Plus the rest of the hardware. On low-end PCs i tested it does take a lot of time with packed configuration mods than on my much faster PC.
Someone with a poor PC should not even attempt running BeamNG, especially with real-world car mods. The only thing that takes a bit long is loading the actual configs, however once you got the car in-game the mod runs normally.
