13x5 Standard Steel Wheels (weathered) only supports rear wheel hubcaps

When i change my car's wheels to 13x5 Standard Steel Wheels (weathered), only the rear wheels can have rear hubcaps applied. If i apply the unweathered 13x5 standard steel wheels, i can apply hubcaps to them. Is this a design choice or a bug?
