0.17 Inconsistent FPS/ Lag Spikes

    At 0.16 I could run Italy at ~45FPS. Well in 0.17 the average FPS increased to about 55~65 FPS.
    But, the FPS is inconsistent, the lag spike occurs every ~7 seconds.

    Both VSync on and off have this problem.
