Fixed it by just forcefully removing the dpad bindings in the menu but the fact it overrides and just forcefully opens the radial menu needs to be...
The new radial UI has COMPLETELY broken the gamepad controls. respawning a car with the dpad does nothing anymore and just opens the radial menu....
