I found the reason why, the Nvidia app automatically set up battery boost and locked it at 30FPS.
In the Nvidia app, its saying its using the dedicated GPU so that can't be the issue, I'm thinking its because of the thermal paste.
On Beam, the game runs on 30-38fps on low fps, no ai on the ETK Driver Experience Center. I have reset windows, and have overclocked it via MSI...
