Yup, also noticed this too. The last two updates completely broke the license plates for some reason and it's really taking my modding motivation...
go to Steam and click something like "verify game files"
mmh maybe try going into your game files, then delete the "vehicles" folder in "content" and then reinstall that folder via Steam
Check the graphic settings and look for "Skip generation of license plates", if the checkbox is checked, uncheck it
Do you have mods enabled? Try disabling all mods and then clear cache
