Yeah, gameplay balancing comes later when there is some gameplay to balance.
They're in the files, for example the rally front coilovers are in hatch_suspension_F.jbeam on line 311.
They all appear selectable in the drop down menu. The SlotType specifies which one. Check the sports parts how they are set up.
If you want the part to appear in the same drop down menu with the part you are replacing they need to have the same SlotType.

I agree, you should figure out the tracks first before you waste time on a doomed project. Make a simple box with tracks and make it work ingame....
