Sure, but you have to drive INSANELY economically (a stop then start could destroy your mileage) and your "car" won't be perticularly well...
That thing is built for fuel economy. It is hard to get 37 mpg out of a car, not a toaster.
Torque is really useful for passing people, too. Muscle cars had discs in the front, and drums in the back.
37mpg from a gasoline engine is near impossible.
