Models are contained in the .dae file of the specific vehicle which can be opened with Blender. As for the materials file. change the first word...
"materials.cs" isn't used anymore by the vanilla game files. instead "main.materials.json" are used.
what exactly doesnt work on 0.16? maybe its downgradable?

Youre antivirus probably blocked or quarantined the beamng.exe file. Its a know problem in the 0.19 discussion thread....
