I used City Engine to create a map of a similar size to GTA 4 but the textures killed me as i had to apply each of the 4000 manually ingame. Not fun.

Just double click or right click (i can't remember which one) then after checking no existing road is highlighted in the right hand tab click...

I actually solved this by creating a "helper" object then linking all the other objects to it with the correct names to make them collision meshes...
