West Coast License Plates 1.0

Overview:
You may be familiar with the WC state license plates found in my BLMP mod, but what you probably didn't know was that I've decided to make these their own, separate mod. These license plates are from my own head-canon of West Coast state (instead of California state). Currently, there's all 3 original WC plates as well as a Firefighter & BCA plate.
