Welcome to what I would assume is one of the first Lansdale Unmarked Mods. Despite the vehicle not being exactly EU-Friendly, it does have EU features.
AFAIK, nothing is required. This mod uses Vanilla Flashers, but modified.
This mod has 2 Configurations, 1 has 2 LED's (taken from the Bolide) and the other which has several LED's (taken from @SwissFlxw Danish Pack), he gave me permission to use these LED's:
