This is Portaro's City 20v, a 3 cylinder OHV engine making 184 hp and 367 nM of torque and the car weighs 1220 kg, this car was supposed to be a *cheap* car but Portaro made some bad choices which made the City 20V to be sold at 23k €/$, fair to say it was NOT a sales success but still, there were people that bought it for their love for Portaro.
