   There is 2 problems with this:
   When ever I spawn the vehicle with this mod (any version of the car), it spawns without the engine (same happens with Polish version of the police car). Also, the police lights only have the base when using either of the Police mods and can't see the lights themselves.

      Riverside expressway.
      It's a map by MitchB25 I believe. You can try to dig for it in the forums, I can't remember exactly where it was.

   It looks great in screenshots, but I can't get it to work in game. I've tried automatic and manual installation processes and nothing seems to work. The skin shows up in active mods but is nowhere to be found in the skin selection screen for that car.

      By "skin selection screen" do you mean when you click the Grand Marshall and see all the options available? If so, then you're thinking of configurations.
      
      To select the skin, first choose the Grand Marshall Police package, and then when it is spawned, hit Esc, and click on the little square with the gear. From there, click where it says "Police Livery" and scroll up until you find "Moscow Police" as a skin option.

   Its a great skin, but on the side, on the blue line says Milicia instead of Police. (Milicia: милиция -»» change to this: полиция)

      I'm planning on releasing a second version. I haven't lived in Russia for 15 years, I'm not exactly what you would call up to date. :)

      Я не жили в Россия 15 лет, я сам не знал што поменяли! Ну скоро я сделаю более новыю версию! :)
