Italian Diplomatic and Vatican License Plates 1.0.0

This mod adds rare Italian License plates, I actually got the idea of making this mod when I found out that the Order of Malta had registration plates. Everything included in this mod is:

The modern Diplomatic License plate, this design was introduced in February 2024 making the older design obsolete, the country codes were removed for security reasons and just consists of the role and 5 random numbers.

The older design is still on some cars, this design includes the role + 4 random numbers and a country code (Which I specifically wrote in the code myself).

This is the License plate that motivated me to make this pack. Given out by the Italian Ministry of Defense, It is used by members of the Sovereign Military Order of Malta. The only license plate that actually uses this design is SMOM·60, other members drive with a diplomatic plate, but theoretically other numbers are possible.

This license plate is registered to residents of the residents of the Vatican City (of which there aren't many), CV stands for Civitas Vaticanae (literally; City of the Vatican).

This plate is registered to vehicles owned by the Vatican Government. SCV stands for Status Civitas Vaticanae.

Note that the plates are available for the standard EU Plate and the American Plate formats.
