    You have to pack your mod right. You just threw your files into the zip,
    but your folder structure has to be this:
    .zip/vehicles/pigeon

      Im not sure Whats happening, it also happend to me when trying to double check if it works, but what i did is clear cache and it works, try doing that and i hope it works for you, if it works, enjoy
