The rear axle electric motor should be a bit more powerful, as the front train carries all the load and the rear electric motor is more like a "support" because the force it provides is really minimal. If you equip it to the "All Terrain" wagon, it can't even go up a slope since the front wheels skid and the rear ones don't even make an attempt to push, AHAHAHA. I also think the logic of the motor should be modified; when you're at high speeds and barely pressing the accelerator, it should turn off, like in Toyota hybrids. In your mod (which is excellent), you have to release the pedal and press it again a little to prevent the motor from turning back on. At the very least, you could add more tolerance or a wider power range for the HEV mode so that it can push a bit more than 18Kw in this mode :D and allow you to control the electric motor a bit better at high speeds, instead of it turning on all the time during accelerations.
