Bluesmobile Skins 1.7

The reason why the update strings jump from 1.4 to 1.7 is because strings 1.5 and 1.6 for some reason can't be used.

Changed the title from Chevy Caprice Bluesmobile Skin to Bluesmobile Skins because the pack now has skins/paint jobs for more than one vehicle.

Added normal, clean, and dirty Bluesmobile 2000 paint job to the Chevy Caprice and Impala.

Added Cook County Canine Patrol paint job to the Chevy Caprice and Impala.

Added normal, clean, and dirty Bluesmobile and Bluesmobile 2000 to the Oldsmobile Delta 88.

Added Mount Prospect Police and Cook County Canine Patrol to the Oldsmobile Delta 88.

Fixed some mapping and textures that would cause some weird untextured spots on the Impala.

Made presets for the dirty paint jobs, Mount Prospect Police, and Cook County Canine Patrol for only the Caprice and Delta 88. I did this because I felt like it wasn't necessary to create a separate preset for every paint variant. I also felt that it wasn't necessary to make presets for the Impala since you only need to change the brake lights and front fascia in order to get the look. If people requested I will make presets for the Impala.
