I've had issues like this and trying to narrow down what mod out of over 400 breaks something is very hard. is there a known mod that causes the covet to not drive? The issue itself seems to be a mod that messes with the covets fuel tank, it spawns and says it has no gas with the stock covet.
Yeah ur not gonna be helper with that im afraid Just delete all mods and download Some that you like, that works best
Disable all mods, then enable 50, then enable another 50, et cet. If it stops working, take the 50 mods where the problem is with, and disable them, then enable 10 of them, then the next 10. You can track down the broken mod this way.

OK so its clashing mods, I discovered one on a wild guess, it being the bus engine in the covet mod named "bushatch". I do not know the other mod and dont have an idea what the other is, I'm just glad I've discovered it
