Does it matter what MHz amount is in the RAM I buy?

I just need to know if it matters what what Mhz the RAM I buy is at. I was thinking about 32GB of 3200Mhz. I just want BeamNG to run smooth on my new machine. If 3200Mhz isn't really good for BeamNG, what does work good? If 3200MHz works, is there a kind that is cheaper but also runs good? I am on budget and I am trying to get this PC done but also keep it as cheap as possible. Thanks!

It makes a difference but a very small one (like 5 fps?). I'd say get 16GB if you're just using your PC for gaming, 32 is overkill for that. So I'd say look at pcpartpicker.com, select a merchant where you have an account and buy the cheapest set of 2x8GB there is.
Remember that if you only use one slot you'll have your RAM running at half the speed, and that will definitely make a difference.

So based on what you said, should I buy 4x4 sticks of RAM for the best speeds?(The mobo am looking at has 4 slots)

Ryzen CPUs was reportedly not working well in slower RAM, so it's better to get faster RAM for better performance.

Also, why you need 2 DVD drives? It's pointless these days.

You always need pairs. The four RAM slots are two pairs and the best thing to do is get one pair and leave the other two slots empty in case you ever need to double your RAM.
Also, you should get a single BluRay drive instead and I can personally recommend the Cooler Master N400 case. Or if you would like quiet fans, you might also like a Bequiet Silent Base 600. Both of those cost a little bit more but I mean you can use your case for ten years or more.

Don't know about the optical drives. If there is slots to fill, and they are cheap, why not?

I will take a look. I will also change the RAM.

Is a Cooler Master Pure Base 600 fine?

I don't really care about how loud the thing is, I just want a good case.

Alright. Looks like I am all figured out! Thanks guys!

Getting a fan control panel, memory card reader, or HDD enclosure would be a much better use of the slot. I only have 1 DVD burner from like 2009 in my PC and I hardly ever use it (kind of the like the firewire ports on my PC... useless).

To be honest, you can get a 2TB HDD for similar price, you can store more things with a HDD, but you can't with a DVD drive.

    I don't need a keyboard anymore, because I just got a Logitech K360.

In this one I decided to go with a Ryzen 7 1700X because it is not that much more than a Ryzen 5 1600X, I removed the keyboard because I have one, changed the monitor to a cheaper one, and added a HDD.

I added a fan controller to fill the second slot.

TBH I don't know what good fan controllers are for as today motherboards can control fans just fine and show all temps too.

HDD space is cheaper than DVD media so DVD is nice to have if one should need it, but it is about 2 years since I used mine. I do have fan controller too, but it is not connected, like DVD really haven't got much use for it, of course it can measure RAM temp or something like that, but not much point really.

For ram, there is Mhz and there is Latency, you want high Mhz with least amount of Latency, because if you get higher Mhz memory that has higher Latency it is as slow still.

3200Mhz and CL14 or less should be fine for DDR4.

There is all kind of junk sold with advertised very high Mhz (like 3800 or 4000) and then have latency of CL19 or something ridiculously high and in practice 2400Mhz low latency ram is faster.

If you have Ryzen, than anything above 3000mhz, the higher the better, and for intel it really does not make a difference.
