I cannot accelerate and turn right at the same time, and I cannot turn at all and brake at the same time. Already tried safe mode and clearing user cache.

Can you please check if it's not just keyboard-ghosting?

You can do so by trying the same combo anywhere else and see if both keys are being registered correctly.

Happens on cheap keyboards, when trying to press some keys together won't register them correctly.
This is a hardware thing. Slightly more expensive keyboard with anti-ghosting features exists to avoid this.

I used http://keyboardchecker.com/
Looks like it is my keyboard not letting me register those two/three keys at the same time. I've always used the same keyboard with this computer and since I got the game so I wonder why it's not working now?

Nevermind!!!
I looked harder and the 9/Page Up key on the number pad was broken and mashed down. I extracted it and now it's working perfectly. Thanks @Nadeox1!!
