It depends if it is a 3Gb version or a 6Gb version.
On the 3Gb (similar to a GTX 970) you may get around 35/40 Fps in the city centre and 45/50 Fps outside the city.
On the 6Gb (similar to a GTX 980) you may get around 40/45 Fps in the city centre and 50/60 Fps outside the city.
The frames can vary with the CPU/RAM you have.

If you have shadows off you would probably be able to achieve at least 60 in the city

I don't see what would stop you, fps varies of course, but nothing stops you from playing even if you would get only 15fps.

If I can get solid 60fps with 1050Ti, certainly 1060 will do at least the same, even 3GB version as that map is not going to use more than 2.5GB?

Nobody mentioned anything about resolution, that has great effect.

For me city center is not slowest part, forest is and looking from city center towards forest or race track is hardest part to render.

Only at forest I got drop below 60fps on high:

I Use a GTX 1050TI on maximum settings and it runs around 45 to 51 fps so you should be fine, though I have 4 gb's of vram with a AMD FX 8350 Eight Core Processor, so... I don't think this helps but whatever
(edit) actually I get a little more fps than I thought probably around 57fps to 62 fps
