so ok ive made a few lag issue posts but this is on different hardware
    for example
when im on west coast usa i have solid 60 fps but when im driving around the game has this really subtle but annoying stutter (mirco stutters) for me its really noticable (probs because im really sensitive to this sort of stuff)
    my specs are
    i5 4690k stock speed
    16 gb ram dual channel
    maximus vi extreme motherboard
    gtx 1060 6 gb
game is located on a ssd (tried on both hdd and ssd no change at all)
running windows 7 64 bit clean install all drivers updated
this also happens on windows 8.1 and windows 10 so idk why this is happening
    --- Post updated ---
here graphs (also the fps seems to randomly dip to a solid 30 fps (the 30 fps isnt the issue the lag is constant)
looks like lua? is lagging (looking at the little spikes)

Is Vsync on? in the video it seems to show what happens when I mess with Vsync. If it's off, or on "Smart" turn it to "On", and see if the issue persists.

Looks like really bad framerate fluctuations. Happening fast enough to not report on the fps counter but happening enough that it is very visible otherwise.
Most likely a problem with the pc somewhere, bad configuration, bad drivers, bad software, something like that.
Maybe try different video drivers, take a screenshot of your nvidia settings, bios settings, etc.
Make sure the drivers you use are not the ones supplied by microsoft, get them from the manufacturers only.
Is there any other software running besides the game and steam?

ive had this problem for along while this happend on 7 8.1 and 10 all drivers are from nvidia ect.. tried differend windows drives (ssd sshd hdd all same issue) the hardware is new (since december 2017) no throttling (watercooled and good temps on both gpu and cpu)
psu isnt short of power (650 watt crosair) honestly no idea why this game hates me

By the looks of the screenshot it looks like you're running it on West Coast, USA, which has been a problem with everyone, including me. I set FPS limit to 60 and i flicker between 48-52 on WC, USA.

    happens on grid aswel

    trying lowest settings atm
    --- Post updated ---
upload_2018-4-23_19-53-8.png still happens on lowest settings even on grid (with and without vsync) 200 fps should be enough to reach smoothness i think?

Have you checked your task manager and see if another process is eating your resources, for example, an anti-virus program?

A multicore cpu will never reach 100% utilization under normal workloads. And all it takes is 1 core, 1 thread to max out to slow the whole thing down.
You need to look at individual core usage, not total.

It only takes one to hit 100% and that will be the bottleneck for all performance. At least in the case of current beamng, the one that hits 100% most is likely the same one pushing data to the gpu, doing the sound effects, dealing with input, etc.

Correlate the moments of lag with any spikes in cpu usage.

You appear to have problems that go beyond just beamng...
