Currently WCUSA has some performance issues and people with better GPUs sometimes notice lags but I'm not sure if that's your case. Does this happen when you drive fast across the map?

Does not sound like the usual performance issues that people report with WCUSA. This seems similar to what people with SLI setups get.
Try turning off multithreaded rendering in the nvidia drivers and see if that makes any difference, and check and background programs for excessive memory or hard drive reading/writing. You might also try newer or older nvidia drivers.

Also, what kind of hard drive setup do you have? Solid state? Is windows, the game, and the page file all on the same drive?

I suppose it's your harddrive then not loading everything in time, do you have a traditional HDD or an SSD?

Did you try disabling multithreaded rendering? Also try with and without and fps limiter and v-sync, see if either of those make a difference. Ideally the pagefile should be on the hard drive that windows and the game are not on.
