I'm working on one on and off, probably going to start working on it a lot more since the D-series tow truck is coming very soon. My tow truck will have a more modern hydraulic ram setup, as opposed to a holmes style wrecker.

Just so you know what I'm working on, here are a few screenshots. Obviously is barely started but this is just to give a general idea. The under-reach is actually almost finished in terms of modelling, and you can see it has two different attachments, one for towing with a 5th wheel and tow hitch, and another one for going underneath an axle for transport.

If you mean the official D-series tow truck, I have no idea when release is planned. I thought it was going to be ready for the 0.9 update, but my guess is sometime next update. If you want to look at what it will look like there are a few pics floating around update speculation thread, not that I can seem to find any.
