'Resource' is just like saying 'File'.

When you pack your mod, you need to have all the 'Files' the mod will be using inside of the mod's folder, or else the game will show warning about not being able to find the 'resource' and the mod will not load correctly.
Where you place the file must match to the path defined in the materials.cs file.
If it's a level, it must also match the path defined in the level.mis file.

You can open both of those files with a text editor to double check.

Modding requires patience and willing to learn new things.
If one of those is missing, the modding may not be for you.

Just please explain what are you doing? Or trying to do?
Textures etc. can be found in your beamng installation folder and then under "content".

I'd seriously recommend starting with something simple like a skin or an engine swap just to get the gist of modding. A new vehicle will take you months, even longer if you have no previous experience with beamng.

Have you tried turning your monitor upside down?
Ok but seriously, some basic knowledge is needed for you to start modding anything. Modding may not be for you.

If you can't operate paint.net, you shouldn't be making skins in it. You should instead be learning paint.net.
If you can't operate blender you shouldn't be making vehicles in it. You should instead be learning blender.

We won't help on either point. Plenty of resources out there. You're at least a year away from modding, possibly more with what I perceive of your attitudes
