I know of a wheel that is the absolute best on the price/quality ratio, i have it actually.
It's the Logitech Driving Force GT.
    Features:
-One of the Best FFB's on the market.
    -900 degrees of max rotation.
-Fully customizable springs, dampers and angle with a custom Logitech software.
-Has more buttons than the G25 and the G27 combined (and also some very useful buttons such as a rotary button that can be used for headlight control).
-Works on W7 and above, as well as PS3.
Conclusion: The perfect wheel if you don't want to spend lots of money to have fun on racing games :)

P.S. Forgot the most important part xD
You can get it for under 125€/133dls/~100pounds.

I owned 9yrs old Logitech G25 and it's worth it's price, very good quality, for reasonable money, but I'd go for G27, not much difference in price, but G25 is loud as hell and gear changer works like cheap toy, it was improved in G27 :)

I've spent hundreds of hours in BeamNG with steering wheel, half time alone half time with friends. Nice experience, can improve your racing habits, and reactions in dangerous situations.

i can only agree about the g25/27!

ive had my g25 for almost ten years and it still works well.
im using it in assetto corsa, richard burns rally and beamng and its a lot of fun.
ffb is pretty good and the h-shifter and sequential shifter combination is quite useful -
if you use it in sequential mode and shift with the paddles, it can be used as a handbreak! which is awesome in rally games.

so i can only recommend a used g25/g27 depending on what you can get cheaper.

I'd like to throw in the Thrustmaster T150 which costs ~150€, too.
It is PS3, PS4 and PC compatible, has 1080 degrees rotation and good force feedback.
Only the pedals are a little bit flimsy, but could optionally be replaced with better ones from Thrustmaster.

But if you find a used G27 for a good price, go for it
