You might need to use low or possibly even very low graphical settings if you want high frame rate, but the CPU should be perfectly fine for this. It'd probably run well enough.
I have a laptop with Quad Core Intel Processor, 8GB RAM and an NVDIA graphics card and I can run it Low settings @ 720p and it works fine. Even with 2 vehicles it runs great, 3 cars it starts to lag. For some reason it runs better while charging however. The laptop you are looking at will run it perfectly and the same settings, maybe a bit higher even.

It will run at mid-high on 30 fps without dynamic reflections on some maps I have the same CPU and it is okay for beam.
