I most of the time use orbit camera, and use right mouse button to turn around, find the good camera angle (depend on what you do). As soon as something happen, let say randomly accident, the camera try to follow the angle. Would be great if camera could not move at all. As following camera is important too, their could be a orbit camera, and orbit fix camera for exemple? would it be easy to do?

This already exists. Press "C" until the camera mode is "Relative". That will allow you to lock the camera in position.

And to add onto what @crazikyle said you can also move the relative camera to any position you want it to be in and then have it stay there.

Thanks for your answer... relatives does not keep the view on the car, it s kind of external/photo view with a perspective added. And it doesn't allow you to turn around with right click when you decided to, That's what I want to do at last :/

So you want a orbit cam where the cam doesn't at all move except when you move it with rightclick?
It's not far off from the relative view still. The difference i see is that the relative cam can move with WASD and well, pretty much everywhere but your idea just circles the car.

True. Relative you don't turn around the car as easy and fluid than with the mouse :) I like to turn around the car in slow mo for exemple, or keep the view when I do reverse, in a way or another, when I do crawling.
