You purchase the game.

If you purchase from Steam, you have to Install Steam on your PC of course, login to the account you purchased it with. Then install the game from the Steam Library and press Play when it's done installing.

If you purchase from Humble Bundle, you receive the link to the game via email (the email you used to purchase).
From there you can redeem your Steam Key (See instructions above), or Download the game as 'DRM-Free' (You can use these instructions, which are very similar: http://wiki.beamng.com/Techdemo )
