Still in Safemode, can you take a screenshot at all the processes in the Task Manager?

On the bottom right, click the arrow pointing upwards to see other applications potentially doing things in the background, anything that fiddles with graphics or certain graphical applications? any game services claiming to speed games with some magical powers?

Nothing is running that isn't a vital component, I've looked through the drop downs and they are all to do with something important

So, you said the issue started around 2 weeks ago.
Do you remember if you installed any new software or did something particular before the problem started?

Also, you never know, but try doing a clean reinstall using these precise steps if you haven't done.

    -Unistall BeamNG from Steam
-Delete BeamNG.Drive folder from MyDocuments (backup your mods if you want, but don't put them back yet!)
-Delete BeamnG.Drive folder from Steam/Steamapp/common (If there is still a folder)
    -Reinstall BeamNG.

Also, maybe try to launch the 64-bit executable as administrator? (or in any compatbility mode)?

That's the uninstall process i done and the issue occured 1 day before this update now, also i've already tried to run the game as administrator in 64bit and it comes up with the same crash.

The only things that have been installed are games that have been installed through steam, i don't know if they are the cause.

So installing games was the last thing you did before the problem started? Sure nothing else happened (Driver updates, anything worthy of attention?)

I'd also suggest a virus scan using something like MalwareBytes ( https://www.malwarebytes.org/ - The trial version will do its job as fine).

There was an AVG web tuneup which was installed a few days before the issue occurred but I was still able to play the game after that update took place. I ran a system scan on the malware software you suggested and found 10 threats (they have been removed) and tried to run the game again but the same startup crash still happens.

Well, 'AVG Web Tuneup' suggest it's one of the programs hooking into browsers, but if you say you already tried with all the AVG programs disabled, I hope that thing wasn't even running.
Eventually, if you don't need it, I'd try to unistall it (You don't even need such softwares more likely).

I'm mostly sure it's a problem caused by a third-party software (like it always happened in reports like this), the real issue is finding what program is causing this :\

I just looked on my Dxdiag and on there it shows that i'm running directx version 12, would that be causing any issues as you need dx11 to run the game? also if that was the case 32bit version of the game wouldn't load either so i'm guessing that's no issue

    Yeah, that's not related.
DxDiag shows only what DirectX version you have installed, and each DirectX version comprehends the older ones.

Okay I was just making sure it wasn't that, I've attempted to remove the AVG Web Tuneup and it doesn't want to uninstall unless I uninstall the rest of my AVG protection which I'm not sure if I want to take the risk.

Well, Windows itself has a decent protection.
Incase, unistalling it for 10 minutes (just to test at least if that's causing it) won't be risky.
    Just don't visit weird website.

AVG isn't the issue, it's all been uninstalled and I've double checked that it has and it's still doing the same crash

    :(

How many / which USB devices have you plugged on your PC.
This is very rare (actually haven't had a case for a long time), but the game may be crashing on some of them.
    Unplug and try.

I only have two Usb's plugged into the computer and they are my keyboard and mouse, I've moved them around in many slots and the issue still occurs.

Are your GPU drivers up to date?
Eventually, have you tried to disable multi-monitor? (Keep only 1 monitor active). Shouldn't be the problem, as I use a dual monitor setup myself, but who knows.
