When i use my 360 controller to play the game, the steering wheel always defaults to a location a little off center to the right when i'm not providing any input to the controller, which makes it really difficult to drive in a straight line. I have only been using mouse and keyboard to play due to this issue, as it is really annoying that i am having this issue.

Create a deadzone of 0.1 and -0.1 for the steering axis - the same thing happened to me. If it's still off center, increase the deadzones until it's centered.

That's not a bug with the game.
Controllers tends to loosen up with time, and that's why most game give an option to set a deadzone on controllers.
Follow what has been said above.

360 controllers are somewhat infamous for their terrible stick centring behaviour (they're too stiff to fully spring back to centre position), so many games automatically apply a liberal dose of dead zone when they detect one. For games that don't even have dead zone settings, 360 controllers are horrid.

    - and DS3 controllers, too. They're all the same, really.
