did you try clearing your cache?
    located in documents/beamng.drive/
    --- Post updated ---
and also try deleting the settings folder
if those two don't work use steam to verify the game files integrity

    FOLLOW STEPS EXCATLY

delete the beamNG.drive folder in Documents.

then open steam > right click on beamNG.drive > properties > Local files > Verify integrity of game cache

after that, restart pc, then do the following open steam > right click on beamNG.drive > properties > Local files > Delete local game content

"windows R" to run a program, then type: "%temp%" (without quotation marks) and select all, press "shift & delete" (some will not delete, just skip those) Then empty recycle bin.

restart, and open steam > install BeamNG.drive

If that doesn't work let me know, I have another solution, but it's very long.

Do not have any mods installed during this process, check game after all this, and then install mods from this website of you like.

its possible that BeamNG.drive.x64.ui.exe or BeamNG.drive.x86.ui.exe got deleted and so the ui cannot start

as a last resort try putting this exe (in the zip file) in the bin64 folder located wherever you have beamng installed
(don't worry, I have not modified the exe at all, I swear)
    --- Post updated ---
and put this exe (in the zip) in the bin32 folder
Edit: put the exe in BeamNG.drive.x86.ui.zip in the bin32 folder and the exe in BeamNG.drive.x64.ui.zip in the bin64 folder

I just reproduced the bug by deleting the file "Bin64/BeamNG.drive.x64.ui.exe". Is that file existing?
