Sure you're installing DX11 and not 10?

Your title says you cannot start BeamNG.Drive, but your issue is the the menu?

DirectX Installer (The right one..) > https://www.microsoft.com/en-us/download/details.aspx?displaylang=en&id=35

For the broken menu, try to delete the 'BeamNG.Drive' folder in 'Documents'.
If the problem is still there, try a clean reinstall by following these steps:
-Unistall BeamNG from Steam
-Delete BeamNG.Drive folder from MyDocuments (backup your mods if you want)
-Delete BeamnG.Drive folder from Steam/Steamapp/common (If there is still a folder)
-Reinstall BeamNG.
