cars appear matte to me unless i kill my gpu with dynamic reflections

Uncheck dynamic reflections in settings and it should use the default cubemap.

Not all maps have been updated to work without Dynamic Reflections yet.
With which maps you are getting the problem?

Grooved Range Desert (although works with older verision) Hirochi sunburst and some other cars dont have reflections

UPDATE: turns out other cars dont do it, the only car is the sunburst

Since the Dynamic Reflections, older maps need to be updated. That map is a bit old, so until the author doesn't update it to meet the new requirements, you could try to fix that by yourself:
