Both your CPU and GPU are quite underpowered, running at low settings is to be expected if you want playable FPS.
I'm not even certain that your hardware is up to the system requirements, really, so even being able to run the game is a good result on your specs.

Your CPU is from 2006-2009. Nowhere near good for this game.

Hell, my i7 running at 3.5Ghz can't run the T75 yet.

If you are desprate to play this game, I say that you should upgrade your CPU over your GPU, but only for this game. BeamNG is a very heavy CPU game. I tested this by putting a GTX 550ti into a computer with a Intel E400 (something like that) duo core @2.2. The game ran like complete poop even on the lowest settings and a downscaled resolution. (800x600)

I can't understand why you bought the game even though you barely meet low-end system requirements - what exactly did you expect? You can't run any games on high settings with a GT 730 - it's like asking why your Civic is slow in a drag race against a Lambo. BeamNG being the lambo, and your GT 730 being the Civic.

"...game is laggy unless at low settings..."
Then do what you said: run on low settings.

Does your GT730 have GDDR5 memory ? It doesn't make much difference. I'm just wondering. If you upgrade your GPU, just know that the second number means the most when it comes to the performance category the card is in.

For instance, an AMD 5870 is more powerful than an AMD 7750. ( http://www.anandtech.com/bench/product/1062?vs=1140 )
