West Coast is completely broken if it even loads, even with no mods, but isn't in safe mode.

    Title. It usually just stops with the main menu background on the screen but the UI visible and when it does work it's completely messed up whether I'm in career or free roam. Does Safe Mode do anything other than load the game without mods?

    Safe mode launches the game with a temporary user folder, so no mods and no cache.
