Add option to disable career WIP warning

OLED Monitors dont like static elements, and i got one, and since im playing with rtx hdr, that warning is blasting like 1000 nits, easiest way to create burn-in in the book. An option to disable static elements like this one would be really appreciated

 

in meantime its added officaly or carrer mode exits WIP mode u can edit
