No. Not a matter of inclusion or exclusion. but when or why. In a long enough timeline and with a big enough budget, you could add hundreds of cars as official content if the same game was supported for 50 years. But what would be the use of something unpopular to a fanbase now?. How would that drive sales of the game? There's a difference between adding a car for variety and adding an unpopular car, just because it's unpopular.

The tograc, wendover, and legran exist in the game, I don't think they're going to avoid adding a car simply because it's "bad" or "unpopular".

If anything, they wouldn't add a 3rd gen taurus because it's too similar to the legran and 90s pessima.

The wendover is unpopular? Since when lol. I know it's not the be all end all car but it's a good filler car.
