How do I solve this problem?

    I have tried everything (reinstall, reset, etc.) to no avail. Is there a solution to this problem?

    This lua script modmanager.lua is from some mod. Reinstalling the game won't remove files that you've added to the game folders. It should be somewhere in under \SteamLibrary\steamapps\common\BeamNG.drive\lua\ or in the folder of a car mod in \AppData\Local\BeamNG.drive\0.35\mods\. Can you find the modmanager.lua file with Windows search?
