No it is a one time buy, you get an email from the makers of Axel Valley, if there is an update, and then you can download the update on theire page.
Yes, I made some rally stages in the map, that we used in beammp, unfortunaly when the map updated, it did not work anymore, so I have work to do hahahaha.
It is not fun for us, but map making cost enormous amount of time, so I do get it, that some people ask money for it. Try to make a map for your own, it is so time consument.

Such a pretty map, awesome locations for pictures as well! Has some issues with Vulkan, but that is sorta expected. took the photos here with cloud mods, and BeamNG photo filters
