On career mode i'm getting only 45 fps with sometimes framedrops with my gpu at about 60% and cpu at 20% with 64 gb DDR5 6000mhz, intel 13700k and Radeon 6800. 1080p resolution. Can i do something to reduce CPU bottleneck?
CPU % is much less than GPU % it's not CPU bottleneck It might because of vulkan as using vulkan reduce both GPU % and framerate on some computers
With my system, using Vulkan seems to cause the GPU usage to be incorrect. So if they are using Vulkan, it could actually be a GPU bottleneck (based on the screenshots, the graphics settings are pretty much maxed out, which could be the cause).
I am using Directx, Vulkan was crashing the game. Do i really have to use simplified physics? Is there not some graphics settings that might be CPU intensive. On the belasco garage i get 60 fps instead on the comercial garage even if i'm inside it stop i get about 45 fps, on the city i get 45 fps too. So is gpu or cpu bottleneck, i thought having the cpu on 20% and GPU under 90% was cpu bottleneck because the game engine cannot use more cores and the cores on use cannot process fast enough. In some games my cpu gets to 40 % usage only with the game opened.

Try bringing up the performance graph (Ctrl + Shift + F). I find that it is more accurate for determining bottlenecks. At the top, the component that is the bottleneck will light up white or red.
Today i tried to use Vulkan again and now it worked, strange, i haven't change anything and using Vulkan my game was running all the time at 60fps, i have it locked at 60 fps so probs could run at higher fps stable.
