to use? If so, you'll hate how borderline un-useable they are. Phones are one of the few things I never buy used or 'refurbished' Assuming these are Samsung's, both are very old. An S7 would be quite slow indeed, but an S4? I'd be surprised if apps even support it, let alone being able to run them. My only phone is a XR, which I've had since 2018, and even that feels slow, so dread what to think those would be like. I assume you are some sort of collector, so go for the S4 based on the condition.
