Not necessarily. This may be in the wrong section of the forums.

The Ideas and Suggestions forum is intended for making suggestions for additions to BeamNG.drive itself (that is, the base, vanilla game), not suggestions for modding. (see the official rules for this section of the forums here.) A suggestion for an official Irish map would belong here, but not a mod request.

Anecdotally speaking from personal experience on the forums, suggestions for large additions to the game (such as an entire vehicle or map) very rarely reach fruition, or even gain much attention from modders or the dev team. This is especially true for suggestions that are unspecific/vague, overly-broad, or otherwise lacking in detail. Making a map or a vehicle entirely from the ground-up* is a job that takes months to years worth of sustained effort, so the developer/modder in question needs to be fully invested in it for that length of time. The suggestion has to really resonate with them, or in the case of official development, introduce something that the game is currently lacking.

If you want your "new map/new vehicle" suggestions to have the best chance on the forum, they need to be captivating. What about your proposed new content will be different from the things that are available now? What features will it have? Do you have any ideas for what it might look like? Sketch it or assemble a photo collage. Consider the audience, and write a few paragraphs making the case for your suggestions and its features. With a bit of luck, it might gain attention in the community, and you might find people agreeing with your suggestion.

Even then, be prepared for it not to come to fruition. Very few suggestions (even the well-crafted ones) garner a response from the dev team or the experienced members of modding community. Generally speaking, these people are already working on projects of their own, and getting those implemented and maintained is their top priority.

So what to do? Well, if you're really quite serious about your addition to the game, sometimes the best way to get something done right is to give it a try yourself. A good way to start out would be playing with the World Editor , and if you feel you're ready to take the plunge, B25Mitch (one of the team's map developers) has posted a tutorial covering the process of making a map.

*Any project that requires modelling and texturing lots of new things (for vehicles, parts; for maps, buildings and/or vegetation) is of a much higher difficulty and time cost than a project that repurposes existing assets. This is why a lot of map mods are rearrangements of existing map assets on new terrain.
