I can't see the images as they're too small on my phone, so forgive me if I've missed something on these. 2 main reasons for this behaviour. 1. You're placing decals without painting the terrain type. You need to paint asphalt terrain underneath it. The road decals just dictate how it looks. 2. You're painting asphalt, but somehow that asphalt terrain type has been set to mud physics. This is either because you made a new one, or changed the existing one. In either case you need to change the groundmodel parameter in the terrain.json file. This should be asphalt (not asphalt prepped). Once you have this fixed it should work.
delete image: theTerrain2.ter.depth in the directory. Or drag to desktop and test. You will have to manually add depth with groundmodels
