Unresponsive UI Process

So I have been having this problem for months and cant figure it out. the error message say that antivirus is deleting the ui process but the only anti virus on the computer is what comes with windows and you can only disable that for a short time before it automatically turns back on. i factory reset my pc to delete all the files and downloaded steam, beamng, and logitech ghub thats it and i still have the same issue. ive read all the fourms i could find on this issue with no answers. please help
