I personally prefer the inverted half slab approach. 2.5m high ceiling then. Although of course that could also be used to do a 3.5m high ceiling as a mid point between 3 and 4 block high.

I have never had a fire in that game, update has been downloading for about an hour, going to go out and run errands quickly and hopefully it will be done when I'm back (at about 60% right now)
I spoke too soon. Ordered a shakedown of prison, someone started a fight in the canteen. Having never had a fire in 63 hours of gameplay I dont tend to prepare with sprinklers or lay things out in a way to minimise fire damage. Those luxurious cells on the bottom right are maxsec. An additional tactic I use to seperate high and low security populations - while 1 is awake the other is asleep and vice versa with everything all setup so the high and low security populations wont be clustered into 1 area at the same time, except the yard I sometimes have an overlap on, but yards are big.
Well, my prison turned into a battlefield I somehow managed to take in 50 maximum security prisoners and I think they are causing all the riots. I also forgot about showers when I was planning the prison. I tried to fit the showers into the cell blocks but they don't really work out and the prisoners always get angry when it's shower time. I placed 2 shower buildings outside the blocks but the prisoners are not using them.
Dismantle the toilets and increase guard patrols in the cell block. Avoid having large pipe near the cell block as that accelerates tunnelling. Perimeter wall is near impervious to tunnelling (it is possible though.
