BeamNG is completely bugged out because of old mods.

I have no clue what to do because I can't even access the game itself. I can't delete the mods through the menu because there is no menu. I'm kinda clueless right now so I could definitely use pointers.

 

Hmm. Your image link is broken but from your description, the easiest method is to backup your vehicles and mods folder then uninstall/reinstall Beam. If it's completely FUBAR then this would be easier than diagnosing the issue.

If you're just interested in deleting mods, you can access the mods folder through the File Explorer. In the game's launcher, click "Manage User Folder." Then, click "Open in Explorer." From that folder, click on "mods," then you'll probably need to click into "repo." From there, you can just delete the files.
