FPS not going up even if the usage is not near 100%

I'm running a Ryzen 3 2200g, 16gb of RAM (14,9) and a GTX 1060 6gb.
Settings on high preset, North spawn on Italy i'm getting around 40-45 fps. The game is on secure mode lauch.

check if you have any frame limiting on. For some reason my game started doing this thing for a while where no matter what it was set to it would run 15-20 frames less than what it is set to.

 

Nope, that is not my case. I limited the game to 150 just to make sure but nothing changes. Thanks for taking the time!

 

try using ultra settings, some people have had better framerate in ultra than in high settings
