World Editor 2.0 does not open

even in safe mode (safe mode of the game), the world editor does not open, when i press the key it just lags down to 1 fps for about half a second. The older one and the safe mode of the world editor works, i have cleared the cache and everything.

How can I get it to fixed section, because I got it fixed by verifying the games files.
